Ondřej Felix

Ondřej Felix (Ing., CSc., born 1954) is a Czech information technology executive credited as the chief architect of the Czech Republic's eGovernment infrastructure.[^c13] He authored or co-authored the foundational legislation of Czech digital public administration, including the Data Boxes Act, the Basic Registers Act, the Electronic Identification Act, and the eGovernment Act, and served as the country's [[Digital Champion (European Union)|Digital Champion]] for the European Union's Digital Agenda for Europe from 2012.[^c1][^c2]
Felix led the design and implementation of the core components of Czech eGovernment — the basic registers, data boxes, Czech POINT, and the citizen portal — based on the principle that "data circulates, not the citizen."[^c10] The investment phase from 2007 to 2015 was co-financed by the European Union and generated cumulative savings of approximately 42 billion CZK between 2019 and 2024 through the substitution of paper correspondence with electronic communication.[^c4] The European Commission described the Czech eGovernment projects as "clearly very ambitious and modern compared to the situation in many other European countries."[^c5]
Felix began his career in 1979 as a programmer and later held senior executive roles at Oracle Czech Republic (which he founded in 1993) and Český Telecom, where he served as Chairman and CEO from 2001 to 2004, completing the digitalization of the fixed voice network and preparing the company for privatization.[^c6][^c7][^c8] He graduated from the Czech Technical University in information technology, and a 2003 appointment notice for the supervisory board of the Dutch telecommunications operator KPN recorded his earlier career stops at the Federal Statistical Office, ICL, and APP Systems and his membership of the Masaryk University Administrative Council.[^c13][^c14] A 2010 conference profile described him as a senior advisor to the deputy minister of the interior and the chief architect of Czech eGovernment at the Ministry of the Interior, and recorded that he had served as vice-chairman of the supervisory board of the Czech Post.[^c11][^c12] He received the IT Personality of the Year award in 2004[^c3] and has held teaching and advisory positions at Masaryk University, Charles University, and the Czech Technical University.[^c9]
