Ondřej Felix
Ondřej Felix is a Czech information technology executive who served as Chief Architect of eGovernment for the Czech Republic from 2007 to 2014 and was appointed the country's [[Digital Champion (European Union)|Digital Champion]] in 2012[^c1]. He shaped the legal and technical foundation of Czech eGovernment, authoring the Data Boxes Act, Basic Registers Act, and Electronic Identification Act[^c2]. In his role as Chief Architect and Digital Champion, Felix promoted digital adoption with the motto "Being online is normal."[^c8] Before entering the public sector, Felix held senior executive roles including Managing Director of Oracle Czech Republic, where he built the subsidiary into a market leader with revenues exceeding 1 billion CZK[^c5].
In 2009, Felix presented the architectural blueprint of the eGovernment legislative package at the ISSS conference[^c6]. In 2013, he was described as the main architect of Czech eGovernment who had for many years coordinated the Czech digital strategy at the Ministry of the Interior[^c7]. In 2012, the European Commission recognized Czech eGovernment projects — Czech POINT, Data Boxes, and Basic Registers — as among the most ambitious and modern in the European Union[^c3], noting the over 6,000 Czech POINT terminals and millions of messages processed through Data Boxes[^c4]. Felix's broader career spans programming at the Federal Statistical Office, founding Oracle's Czech subsidiary, and leading the digitalization of the national telecommunications operator and preparing it for privatization.
